Possibly the appointment of Jay to negotiate a treaty with Spain, 20 July 1785 (several copies in DLC:TJP; https://www.loc.gov/item/mtjbib006017/). The actual resolution of Congress stipulated that he should pursue “free navigation of the Mississippi” (Secret Journals, 3:586). Monroe was on the committee that concerned (considered?) Jay’s letter of 15 Aug. 1785 and reaffirmed the free navigation principle on 25 Aug. 1785. That same day, Monroe wrote to TJ about the importance of the Mississippi for holding Kentucky in the Union (PTJ, 8:441-2).
